DECATUR COUNTY COMMISSIONERS
FEBRUARY 19, 2007
The Decatur County Commissioners opened their February 19th meeting with
following present: Charles Buell- President, Jerome Buening, John Richards
and Bridgett Weber-Auditor.
The February 5th meeting minutes were approved as read.
Mark Mohr – Highway Department reported snow removal is going as well as can
be. Workers were on the roads about 10 hours each day over the past weekend
to clear snow. Mr. Mohr addressed issue with snow emergency. Federal funding
could be available if a snow emergency is declared. Levels were discussed.
Commissioners will continue to look into this issue with Ms. Polanski.
Mr. Mohr is continuing remodeling the Highway Garage. A new water heater and
vanity will be approximately $140.00. Commissioners agreed to improvements.
Vicki Kellerman – EDC provided a monthly report to the Commissioners.
Ms. Polanski provided a copy of the contract with Force Construction for the
dredging at the Park. Commissioners signed a county copy and Force copy. Ms.
Polanski will send a signed copy back to Force.
Gilliam Janitorial - contract was discussed with Wade McLaughlin.
Commissioners have decided not to sign a contract with them at this time.
Bob Doughtery-Skydive Greensburg received a letter from county attorney. Mr.
Dougherty provided minutes from Commissioner’s meetings and Fair Board
meetings. Stipulations were put into place for Skydive Greensburg to follow:
Driveway wide enough moving traffic in two directions; move target off
Fairground Property; and provide 3rd party liability insurance. Mr.
Dougherty has been responsible for maintaining driveway. A sign was
requested to be placed at entrance and was granted by Fair Board. Mr.
Doughtery did offer to pay rent for the area approximately 68ft long by 18ft
wide and has kept up the end of the deal and have maintained driveway.
Mowing has also been performed to keep things looking nice. Kevin
Crites-President of Decatur County Fair Board mentioned that Mr. Gearhart is
mowing but Mr. Doughtery keeps it more groomed for his business. Mr.
Doughtery explained the things Skydive Greensburg is doing for the
community, military, Special Olympics, etc. Ms. Polanski explained the
minutes. Mr. Doughtery was given permission to put in a drop zone but was
not allowed to put up any structures. Commissioners have asked Mr. Doughtery
to move his business to his leased property instead of county property. A
lease agreement was discussed. Mr. Crites expressed that the agreement be
between the county and Skydive Greensburg. Ms. Polanski will contact
county’s Property and Casualty Company if the agreement is being considered.
Commissioners agreed to stand with letter sent by Ms. Polanski.
Jansen Perdue - Certified IT – along with Rita Burkert discussed the Freedom
Pay process to pay taxes online with credit card. Details were discussed as
to how the system works. The taxpayer is charged $15.00 for the convenience
by the credit card company and the fee that Freedom Pay charges will be
split 60/40 with the county. Mr. Richards moved to sign agreement with
Certified IT, Mr. Buening seconded and Mr. Buell concurred.
With nothing else to come before the Commissioners, Mr. Richards moved to
recess, Mr. Buening seconded and Mr. Buell concurred.
