DECATUR COUNTY COMMISSIONERS
MEETING MINUTES
JUNE 5, 2006
The Commissioners opened their June 5th meeting with the following present: Jerome Buening- President, Charles Buell, John Richards and Bridgett Weber-Auditor.
The May 15th meeting minutes were approved as read.
Mark Mohr provided an LPA Voucher for Commissioners to sign for Bridge #140.
Mr. Buell moved to sign a road transfer agreement for the portion of West Washington Street and Sunset Blvd which lies between West Corporate Limits (Railroad Tracks) and State Road 46 (W Main Street) of the City of Greensburg, Mr. Richards seconded and Mr. Buening concurred.
Mr. Mohr attended the City of Greensburg Board of Works meeting addressing concerns of bridges in the city. Open inlets and open outlets were discussed. Commissioners would like to see prints before new ones are put in.
Tim Ortman discussed the GIS with the Commissioners. The Data Sharing Agreement is being reviewed by Ms. Polanski and Mr. Ortman is set to use it.
David Fry presented over 350 pages of document support for the Honda Project. The scrapbook was designed by the Chamber and EDC. Mr. Buening signed support letter to Honda that Mr. Fry is sending today.
Claims were approved.
Bill Wise from Decatur Hills discussed with Commissioners the possible partial vacation of county road 280 East. Mr. Wise discussed their 30 year expansion for the landfill and would like to vacate a portion of the road and install a cul-de-sac for the residence on that road. Mr. Wise will be present at the next meeting for further discussion.
Jim Moffett with Force Construction discussed with Commissioners about a plaque being placed on Bridge #140. Commissioners agreed to go with current Commissioner names on the plaque.
William Meyerrose discussed replacing lights for FAA purposes on the new tower. Commissioners agreed payment for the lights from the Plans & Implementations account.
Mark Van Allen from RQAW provided an update on the Washington School Project. The project should be wrapping up near the first of July and offices will be able to move in. Mr. Van Allen reported the project will likely be under budget.
Pam Blasdel, Public Health Coordinator, presented Mass Clinic Planning manual for Commissioners to review. She is currently looking for volunteers to distribute medication during a pandemic.
Mr. Buell moved to award the mechanical maintenance contract to QPH for the Courthouse, Jail and Washington School, Mr. Richards seconded and Mr. Buening concurred.
Mr. Buell moved to sign a contract with Grunau for the sprinkler system and SimplexGrinnel for the fire alarm, Mr. Richards seconded and Mr. Buening concurred.
Mr. Buell moved to appoint Judy Cupp to the Library Board, Mr. Richards seconded and Mr. Buening concurred.
Rick Hall with Barnes and Thornburg was present to discuss appointments to the Redevelopment Commission. The Redevelopment Commission can adopt a resolution setting a TIF District boundary area. The Commission can capture tax revenues for the area such as roads, utilities and improvements.
With nothing else to come before the Commissioners, Mr. Buell moved to recess, Mr. Richards seconded and Mr. Buening concurred. Meeting recessed.
