DECATUR COUNTY COMMISSIONERS
MEETING MINUTES


JUNE 19, 2006


The Commissioners opened their June19th meeting with the following present: Jerome Buening- President, John Richards and Bridgett Weber-Auditor.

The June 5th meeting minutes were approved as read.

Mark Mohr expressed concerns to Commissioners about the proposed 42-inch pipeline to be constructed through Decatur County by Rockies Express Pipeline. Deep cuts such as these will require major excavating that can affect the roads and bridges.

The Highway Department started blacktopping today and the chip and seal program will start in July.

Tim Ortman provided a GIS update to the Commissioners. The Commissioners’ signed Data Sharing Agreement with Rockies Express Pipeline and in return they will supply data used for Emergency Management purposes only. 

Claims were approved.

Diane Cantrell with Aging & Community Services discussed programs being provided to county residents from monies appropriated by Commissioners. Ms. Cantrell provided financial reports along with a break down of county dollars being used and the amount of $500,000.00 coming back to Decatur County in programs such as Meals on Wheels. Ms. Cantrell requested the amount of $12,500 to be appropriated for 2007 and Commissioners agreed.

Bill Wise from Decatur Hills discussed with Commissioners the possible partial vacation of county road 280 East. The petition has been prepared and the public hearing will be July 17th at 9:00am.

Jim Hawkins reported the Car Show is being held July 28 and 29th. The DGDC will provide cleaning service to the Courthouse restrooms and grounds during the show.

Gilliam Janitorial Service presented a proposal for cleaning services for the Courthouse, Extension, Health and Highway Department for the remainder of 2006.

Bill Gatewood, Sandcreek Township Assessor-Trustee, requested that Sandy be put on the county’s insurance policy. Their premium is going quite high and thought they might be eligible. Ms. Polanski thought that the plan did not include part-time employees but asked the Auditor’s Office to contact Maverick Insurance.

Hugh Miller with the Tree City Fall Festival requested that a beer garden be allowed at the festival to play catch up for lost dollars from previous festivals. Mr. Miller has contacted some of the local clubs to see if they would operate it. Commissioners agreed to allow a beer garden at the Tree City Fall Festival.

Scott Chasteen with the EMA Advisory Council was present to request that Pam Blasdel be named Interim EMA Director. Mr. Richards moved to appoint Pam Blasdel as Interim EMA Director and Mr. Buening concurred. The advisory council is requesting a full-time position for 2007. Mr. Richards agreed to take Mr. Buening’s place on the advisory council.

Pam Blasdel was also present to address the Comprehensive Plan for Emergency Management. She hopes to accomplish completion in the next 3 to 4 months.

Mr. Richards moved to sign an agreement with Barnes & Thornburg as advisory counsel for economic issues and Mr. Buening concurred.

Vicki Kellerman with EDC reported the commission has several leads on projects.

Jim Gorman with FPBH would like to provide engineering services to the county.

John and Lisa Davies of J & L Davies Minutemaids provided a proposal for cleaning services to the Courthouse, Extension, Health and Highway Department for the remainder of 2006. Minutemaids also provided a price of $74,135.00 for the next 3 years starting in 2007.

Brian Schutt a representative of Rockies Express Pipeline discussed the proposed 42-inch gas pipeline coming through Decatur County. A public hearing is being held to discuss the project with local residents.

Mr. Richards moved to sign a professional services agreement with Andrew Schoelle for surveys and Mr. Buening concurred.

Members of the Greensburg County Club were present to discuss water issues at the golf course. Mr. Barker was also present to let the members know that the lake will be dredged later this summer or early fall when it is dry enough. Members of the County Club agreed that the lake does need to be dredged and they may need to find another water source during that time.

Mr. Richards moved to award the cleaning contract for the Courthouse, Extension, Health and Highway Department to the lowest bid for the next six months and can be revised at a later date and Mr. Buening concurred.

With nothing else to come before the Commissioners, Mr. Richards moved to recess and Mr. Buening concurred. Meeting recessed.
