DECATUR COUNTY COMMISSIONERS
MEETING MINUTES


JULY 17, 2006


The Commissioners opened their July 17th meeting with the following present: Jerome Buening- President, Charles Buell, John Richards and Bridgett Weber-Auditor.

The July 3rd meeting minutes were approved as amended.

Mark Mohr performed a traffic count on County Road 280E. Vehicles North and South Bound were counted at 437 for a two day time period.

Mr. Mohr stated to the Commissioners that extra monies appropriated for Vandalia Road would be used for grading and chip and seal work in the South District.

Claims were approved.

The PAAIN (People Assisting Animals in Need) group introduced themselves to the Commissioners. Ronda Lee, Ed Lee and Jan Meyer discussed volunteer work and services to help our local shelter along with Ripley and Franklin Counties. They have also acquired grants for spay and neuter services as well as adoptions.

A petition to vacate a portion of County Road 280 E was presented to the Commissioners from Best Way Disposal. A 3600 foot strip is being requested to be vacated. A cul-de-sac will be constructed to allow for turn arounds. William H Robbins discussed his letter to the Commissioners opposing the closure. Many Farmers use this as a cross to other farms on the other side of 421 South. Large implements forced to use 421 and 100 S will be too dangerous for other traffic. Frank Hamilton was also present representing Donald Bates and his concerns and opposition of the road vacation. Mr. Bates gave several reasons why this road should stay open and sees no public benefit to this closure. Greensburg Fire Chief, Scott Chastain explained safety concerns and the possibility of other road options. Hugh Miller also spoke boasting about the contributions Best Way has made to our community. After much discussion, Mr. Buell moved not to vacate a portion of County Road 280E, Mr. Richards seconded and Mr. Buening concurred.

Vicki Kellerman presented Commissioners with the EDC’s Annual Report. Mrs. Kellerman has currently not been able to find property zoned I-1 available to certify for another shovel ready site.

A petition to vacate an alley in Burney was presented by John Simmonds. Due to some additional research needed on drainage issues in Burney, the Commissioners have tabled the petition until August 7th at 9:30am

Diane Hart and Katie McNealy with the YMCA presented a wellness program for Decatur County. Ms. McNealy explained several ways the county employees could benefit from the program. Also gave the Commissioners several options to pay for it. After some discussion with Maverick Insurance, they recommended forming a wellness committee to see what plan would work best for Decatur County.

David Neuman presented rezoning petition for Commissioner’s signature. 2006-17 Koors A-1 to I-1 for 11.5A; 2006-16 Ingmire A-1 to A-2 for 2.99A; 2006-10 Stier A-1 to A-2 for 2.99 A; 2006-21 Franklin A-1 to A-2 for 2.99 A; 2006-19 Marshall A-1 to A-2 for 2.99 A; 2006-20 Milburn A-1 to A-2 for 2 A.

Mr. Neuman and Missy Scholl also discussed the current zoning ordinance with the Commissioners. Ms. Scholl submitted a proposal for services to reconstruct zoning ordinance. Mr. Buell moved to sign a professional services agreement with Ms. Scholl after Ms. Polanski makes any revisions, Mr. Richards seconded and Mr. Buening concurred.

Mike Waldron with Butler Fairman & Seufert updated the Commissioners on Bridge #19. A monthly status report will be sent to the Auditor and Commissioners on all federal projects from this point forward.

With nothing else to come before the Commissioners, Mr. Richards moved to recess, Mr. Buell seconded and Mr. Buening concurred. Meeting recessed.
