DECATUR COUNTY COMMISSIONERS
NOVEMBER 20, 2006
The Decatur County Commissioners opened their November 20th meeting with
following present: Jerome Buening- President, Charles Buell, John Richards
and Bridgett Weber-Auditor.
The November 6th meeting minutes were read and approved.
Mark Mohr – Highway Department asked for permission to make some office
improvements and Commissioners agreed. Mr. Mohr informed Commissioners that
there will be future meetings with INDOT to discuss concerns with frontage
roads around Honda Site.
Nancy Miller was present to discuss Bridge #124 over Clifty Creek. Mrs.
Miller’s husband car went off the side of the bridge letting another car
cross. Mr. Mohr discussed with the Commissioners the possibility of a guard
rail and also the fact that it is a stone arch bridge and the historical
aspect of making changes to it.
Claims were reviewed and approved.
David Neuman – Area Plan Director discussed the growing responsibility of
inspections and less time he has for trash complaints. Larry Howard of the
Health Department will take calls pertaining to trash and has been provided
with a copy of the county ordinance for procedures to enforce it.
Larry Howard - Health Sanitarian discussed his findings on dye testing in
Sardinia. Mr. Howard has not been able to complete testing at all the
residences. Commissioners discussed with Ms. Polanski about contacting SIRPC
to apply for grant monies to do a sewer study.
James Dittoe with Winning Communities discussed the impacts of Honda and his
willingness to work with local officials to provide a comprehensive plan to
Greensburg/Decatur County.
Doug Banks – Coroner presented a Memorandum of Understanding with the
Indiana State Coroner’s Association for a laptop computer with software to
the Commissioners. Mr. Banks requested ventilation and a telephone for the
Coroner’s Office and Commissioners agreed.
Mr. Banks also discussed Ambulance bids. Med Tec is the recommendation of
the Ambulance Service based on price, warranties and equipment.
Allen Fore of Rockies Express provided a project overview of the 1700 mile
pipeline from Colorado to Ohio. 18.2 miles of pipeline will be going through
northern Decatur County. Mr. Buening has concerns about safety and plans for
future development.
Mary Vail – Recorder provided a revised contract from Data Conversion
Services. Mr. Richards moved to sign contract, Mr. Buell seconded and Mr.
Buening concurred.
Harold Sample – Veteran Service Officer discussed using the Veteran’s Office
to plan military funeral services between the VFW and the American Legion.
Mr. Buell recommended all members of the color guard be present to discuss
further.
Robin Nobbe – Assessor reported to the Commissioners that she has completed
her state required trending, will be printing Form 11’s and ready to
rollover to the Auditor in about 2 weeks. Mrs. Nobbe also reminded
Commissioners that they will have a PTABOA appointment to make before the
end of 2006.
Judge John Westhafer discussed security for the courthouse. Homeland
Security funding to pay for electronic screening at the entrances was
discussed. Judge Westhafer will be present at the December 18th meeting to
discuss further.
Sheriff Daryl Templeton provided an update on the prison break. Sheriff
Templeton expressed the need for more men at the jail.
With nothing else to come before the Commissioners, Mr. Buell moved to
recess, Mr. Richards seconded and Mr. Buening concurred.
