DECATUR COUNTY COUNCIL
JUNE 19, 2007
The Decatur County Council opened their June 19th, 2007 meeting with the
following present; Ernest Gauck, President, Rheadawn Metz, Rose Hellmich,
Larry Meyer, Geneva Hunt, Ken Owens and Kenneth Hooten.
Mr. Owens moved to approve minutes of the May meeting and Mrs. Metz seconded
the motion. Motion carried.
Matt Bailey - Council’s Attorney discussed his findings with the Airport.
The Airport Improvement Fund money would stay with the airport according to
the State Board of Accounts. The real estate findings show that the land
would revert back to the airport board. Mr. Bailey will look into these
issues further and report back at the July meeting.
David Neuman – Area Plan has requested an additional appropriation for
office supplies. Mr. Neuman also requested the mileage reimbursement to be
increased to .48 per mile. Mrs. Metz moved to .45 per mile, Mr. Owens
seconded the motion. Motion carried 7-0.
Janet Chadwell – Clerk wanted to inform the council of the monies that she
deposits into the general fund. Karen Higginbotham also spoke for the
Clerk’s Office saying the fire marshal has made written comments on the
organization in this office.
Bud Ryle/Neil Cortus – Animal Control City Council approved $10,800 in
additional monies to split expenses between City and County to hire an
additional Animal Control Officer for 2007. This person will be working 36
hours per week and will be able to go out on calls and not have to close the
shelter to make those calls. Mrs. Metz moved to approve $5400 for the second
half of 2007, Mr. Meyer seconded the motion. Motion carried.
Karen Higginbotham – Carousel Play & Learn Center updated Council members as
to the City of Greensburg’s standpoint on funding for the center. Mrs.
Higginbotham updated Council members as to how the facility operates.
Senator Robert Jackman/Bob Cherry – House Bill 1478 discussed property tax
relief. Offered council members a handout showing how property tax reform
can be achieved. Mr. Jackman and Mr. Cherry recommended adopting a LOIT tax
to offset property taxes by July 31st of this year. Council members will
discuss further at their next meeting.
Jon Martin – Soil & Water District discussed District Coordinator position.
Mr. Martin would like to see this position be paid the same as a deputy
salary of $23,485.00. Council members agreed to look at this closer at
budget time.
Mrs. Metz moved to approve additionals and transfers, Mrs. Hellmich seconded
the motion. Motion carried.
Mr. Owens moved to allow $2,000.00 for Council attorney, Mr, Hooten seconded
the motion. Motion carried.
Mrs. Hellmich moved to adjourn, Mr. Hooten seconded the motion. Meeting
adjourned.
