DECATUR COUNTY COUNCIL
JULY 17, 2007
The Decatur County Council opened their July 17th , 2007 meeting with the
following present; Ernest Gauck, President, Rheadawn Metz, Rose Hellmich,
Geneva Hunt, Larry Meyer, Ken Owens and Kenneth Hooten.
Meeting opened with the reading of the June 19th meeting. The minutes were
approved as read.
Matt Bailey came before the Council with an update on the Airport. He stated
that the City of Greensburg has to own the property outright before they can
apply for the grant. The Council will have to deed the Airport over to the
City and the City will have to go back to the original owners and buy the
land. If the grant is not given the Airport property will go back to the
Aviation Commission.
Mr. Bailey brought an ordinance for the Council approval, stating the City
of Greensburg is to take over the Decatur County Airport. Mr. Hooten moved
to adopt the ordinance and Mr. Meyer seconded motion. The vote had to be
unanimous. A vote was taken, by show of hands, 7-0 to adopt Ordinance
2007-10.
Frank Cummings came to the meeting to talk about the local income tax the
State of Indiana wants each county to adopt. There are 3 options that the
legislation has proposed to counties. Mr. Cummings went into discussion
regarding all three options. Mr. Cummings also went over some of the new
legislation pertaining to budgets. Mr. Gauck stated that he felt the Council
needed to think about these property tax options. Mr. Gauck would like to
table this item until the September meeting.
Tim Ortman-GIS discussed the Grant for the signs the Highway Department are
placing in the county. They have started in Jackson Township replacing the
signs and putting up new ones. The Council asked which signs are being
replaced. Mr. Ortman stated they are replacing all signs. The GIS department
is going strong; the State Board of Accounts has stated that there needs to
be an offsite update for GIS. Mr. Ortman is looking to store data at a
location outside the courthouse. All departments will be connected and GIS
will eventually need to have its own server.
Sheriff Daryl Templeton-discussed the lease for the radios. The cost is
going to run at 6% interest over a 5 year period. A down payment of $40,000
was paid out of the 911 fund. Yearly payments will be around $23,500.
Sheriff Templeton says that he is not sure where the money will be coming
out of. He has put the amount into his budget for 2008, but is not sure yet.
Mr. Gauck stated that the money needs to come out of 911.
Gas & Oil appropriation is running low. Sheriff Templeton is going to have
to ask for more money in this line item or transfer some monies around.
Sheriff Templeton asked if the deputies should sit more, as it cost more to
operate the cars if they are on the roads; Council asked to just cut back as
much as possible.
Mrs. Metz moved to accept additionals as requested and was seconded by Mrs.
Hellmich. Motion carried.
Mrs. Hellmich moved to adjourn and Mr. Hooten seconded the motion. Meeting
adjourned.
