DECATUR COUNTY COUNCIL

SEPTEMBER 18, 2007


The Decatur County Council opened their September 18th, 2007 meeting with the following present; Ernest Gauck, President, Rose Hellmich, Geneva Hunt, Larry Meyer and Kenneth Hooten.

Mrs. Hellmich moved to approve the August 21st minutes and Mrs. Hunt seconded the motion. Motion carried.

Mr. Hooten moved to approve the August 28th minutes and Mr. Meyer seconded the motion. Motion carried.

Mrs. Hellmich moved to approve the August 31st minutes and Mrs. Hunt seconded the motion. Motion carried.

Mr. Meyer made a motion and was seconded by Mrs. Hellmich to adopt 2008 Budget. Motion carried 5-0.

Carol Beck and Darrell Richards were present to discuss the opening for Sanitation/Environmentalist. Mrs. Beck is requesting that he would receive the $800.00 raise for 2008. Mr. Gauck asked what the job description was for the job and Mrs. Beck spoke of the responsibilities. Mr. Hooten moved to allow the $800.00 raise for 2008 and was seconded by Mrs. Hellmich. Motion carried.

Thomas Froehle, Jr. of Baker & Daniels was present to discussed property tax abatements for the Honda Manufacturing Facility. Rick Hall was also present to discuss TIF bonds and how Honda will purchase those bonds in turn will create more revenue to pay for utility improvements made at the facility. Tony Long with Honda American Manufacturing was present to discuss Statement of Benefits for personal property and real estate. Mr. Long also presented a power point presentation showing mission statement of Honda; hiring process; and where that process is so far. Edward Allison discussed the logistics side of the Honda Facility also know as the consolidation center. After discussion of the request for 10 year abatement for personal and real property, Mr. Meyer moved and was seconded by Mr. Hooten to accept the 2007-16 Declaratory Resolution of County Council; Motion carried 5-0. Mr. Meyer moved and was seconded by Mr. Hooten to accept 2007-17. Motion carried 5-0.

Edward Allison of Midwest Express Group also made a presentation for tax abatement 10 year real estate and 5 year personal property abatement. This facility would be located at the Rust Wholesale Building which has received abatements in the past. Mr. Meyer moved to accept the 2007-18 Declaratory Resolution of County Council and was seconded by Mr. Hooten. Motion carried 5-0

Shawn Low of Low Associates introduced himself and his company. Mr. Gauck asked how the technical services support account worked, Council members agreed to allow the contract.

Mrs. Hunt made a motion and was seconded by Mrs. Hellmich to not accept additional appropriations in January 2008.

Mrs. Hellmich moved to adjourn and Mr. Hooten seconded the motion. Meeting adjourned.
