DECATUR COUNTY COUNCIL
NOVEMBER 20, 2007
The Decatur County Council opened their November 20th, 2007 meeting with the
following present; Ernest Gauck, President, Rheadawn Metz, Rose Hellmich,
Geneva Hunt, Larry Meyer and Ken Owens.
Mr. Owens moved to approve the October 16th minutes and seconded by Mrs.
Hunt to approve minutes, motion carried.
Mr. Mohr has requests for Highway budget transfers and Cum Bridge
additionals. Council will review requests and call him if they have
questions.
Michelle Sweet has received unanimous support from the City Council for 2008
budget request. The Animal Control Board will come back in 2008 for the
salary they feel is needed to pay employees to run the shelter. Mr. Owens
recommended leaving salaries as is for 2008. After discussion of the Council
Members, Mr. Gauck asked the animal control board to come back in January
for additionals.
Tom Kremer discussed bringing tax revenue to the St. Paul area of
approximately $150,000 a year with a development of a truck stop, motel and
restaurant. Mr. Kremer would like monies to go back to St. Paul Water &
Sewer in some form of tax abatement and not a TIF area after discussions
with Mark Schabel.
Jerimi Ullom of Barnes & Thornburg and Pete Miller of Kasson & Associates
spoke of the desire to obtain tax exempt bonds for the Hulsbosch Dairy and
are being sought through the county. Mr. Miller introduced the project and
persons involved with the project. Mr. Miller also explained how the bond
will work and that the Hulsbosch Dairy and Mainsource Bank will be solely
responsible for the repayment of the bonds. Mr. Gauck discussed charging a
document fee for this project and Mr. Ullom discussed the negative aspects
to this charge. Mr. Miller explained the economic development benefit to
have this facility in Decatur County. Mr. Meyer moved to approve Ordinance
2007-23 to issue bonds for the Hulsbosch Dairy and Mrs. Metz seconded,
motion carries 6-0.
Mr. Owens moved to appropriate monies for the Recorder’s new software and
Mrs. Hunt seconded, motion carried.
Mr. Meyer moved to appropriate reassessment funds for scanning property
record cards and Mrs. Hellmich seconded, motion carried.
Mr. Owens moved to appropriate funds for the Area Plan Attorney and Mrs.
Metz seconded, motion carried.
Mrs. Hunt talked to Frank Cummings about paying overtime to the Treasurer’s
Office. Mr. Gauck is discussing previous minutes with the council’s attorney
to see if the overtime can be paid for 12 years in the past.
Mrs. Hellmich moved to approve appropriations for Cum Bridge and Mr. Meyer
seconded, motion carried.
Mr. Meyer moved to approve transfers and Mr. Owens seconded, motion carried.
Mr. Owens moved to appoint Norman Campbell to Park Board and Mrs. Metz
seconded, motion carried.
Mrs. Hellmich moved to adjourn and Mrs. Hunt seconded the motion. Meeting
adjourned.
