DECATUR COUNTY COUNCIL
MEETING MINUTES

MAY 16, 2006


The Decatur County Council held the May 16th meeting with the following present: Rheadawn Metz, Tom Carroll, Geneva Hunt, Al Knecht, Rose Hellmich, Ken Owens and Auditor Bridgett Weber.

Mr. Knecht moved to approve the April 18th meeting minutes and Mrs. Hunt seconded the motion. Motion carried.

Traci Eggleston with the Department of Family Services discussed the deficit in the Child Psych Fund. The Family & Children Fund has a nice balance but the state will not allow her to use those funds for placement costs. Mrs. Hellmich moved to allow a loan of $28,060.00 to be paid back with June Settlement and possibly December if needed and Mr. Carroll seconded the motion. Motion carried.

Don McCrary with the Airport informed members of the council that the FAA would like to close out the Airport grant due to lack of activity. FAA has given the county until July to come with a plan. Mr. Owens moved to move forward with an alternate site study for the Airport and Mr. Carroll seconded the motion. Motion carried.

Daryl Templeton provided an update on the Washington School Project. The tentative move in date will be July 1st. The inmates at the facility will be low risk/escape risk and should only require one jailer during an 8 hour shift. Thirty-six men and eight women can be housed in this facility. Sheriff Templeton mentioned that state money does not come in if convictions are not made. Sheriff Templeton feels that the pauper attorneys are keeping convictions from being made. Sheriff Templeton requested 6 new jailers to be hired for the work release facility at the starting salary of $23,000.00. Mr. Knecht moved to hire 3 jailers to start and Mrs. Hellmich seconded the motion. Motion carried.

Sheriff Templeton also discussed with council members the possibility of losing 2 of his deputies to the State Police whose starting salary is $39,000.00. Sheriff Templeton expressed concerns of losing good deputies and would like to see salary increases.

Bill Gatewood, Sandcreek Township Assessor/Trustee along with Sandy received Level I and II certifications from the state. Mr. Gatewood is requesting $1000.00 for himself and $500.00 for Sandy. Mr. Owens moved to amend the Form 144 prorated for 2006 and Mr. Knecht seconded the motion. Motion carried.

Mr. Carroll moved to approve additional appropriations for $62,000.00 for Cumulative Bridge and appropriation transfers, Mrs. Hunt seconded the motion. Motion carried

Mr. Knecht moved to adjourn, and Mrs. Hellmich seconded the motion. Motion carried.
