DECATUR COUNTY COUNCIL
MEETING MINUTES

SEPTEMBER 19, 2006


The Decatur County Council held the September 19th meeting with the following present: Ernest Gauck, Rheadawn Metz, Geneva Hunt, Rose Hellmich, Ken Owens, Al Knecht, Tom Carroll and Auditor Bridgett Weber.

Mrs. Metz moved to approve the August 22nd meeting minutes and Mrs. Hunt seconded the motion. Motion carried.
Mr. Knecht moved to approve the August 29th meeting minutes and Mrs. Hellmich seconded the motion. Motion carried.

Mr. Owens moved to approve the August 30th meeting minutes and Mr. Carroll seconded the motion. Motion carried.
Mr. Knecht moved to approve the September 1st meeting minutes and Mrs. Hellmich seconded the motion. Motion carried.

Mr. Carroll moved to adopt the 2007 Budget and Mrs. Hellmich seconded the motion. Motion carried 7-0.

Vicki Kellerman with EDC and Larry Fair of M& S Precision requested tax abatement for equipment at the KS Bearings Plant. Mrs. Metz moved to allow 5 year tax abatement for M& S Precision, Mrs. Hunt seconded the motion. Motion carried 7-0.

David Wolfslag with Catch- A- Ride, providing low cost transportation to Decatur County residents is requesting help from Decatur County in the amount of $8000.00 for expenses in 2006. Mr. Owens moved to appropriate $8,000.00 to Catch- A- Ride, Mrs. Metz seconded the motion. Motion carried.

Don McCrary of the Airport Board reported that the Alternative Site Committee has a recommendation for a site. The alternative site between 550E and 600E which was a site once considered by Honda was chosen. The current airport and the alternative site will both be considered by FAA. Mr. McCrary requested a letter of intent to move forward. Mr. Gauck asked about using the current airport without taking land. Mr. Knecht is in support of a new airport. Mr. Carroll asked if the airport could be self-sufficient. Mr. McCrary believes the airport could be self-sufficient with hanger rent and fuel sales. Members of the audience commented on the possibilities of the alternative site and Mr. Alan Goddard addressed council members saying he has no land for sale.

Mr. Carroll moved to approve the additionals and transfers as presented and Mr. Knecht seconded the motion. Motion carried.

ADDITIONAL APPROPRIATIONS: Cumulative Bridge $97,000.00; E911 $20,529.36; Animal Control $4000.00 & 2,360.94; Auditor $9,000.00.

Mrs. Hunt moved to approve amended 144 for the Auditor’s Office and Mrs. Hellmich seconded the motion. Motion carried.

Mrs. Hellmich moved to adjourn, and Mr. Knecht seconded the motion. Motion carried.
